Citizens' Assembly as a Response to the Crisis of the Referendum? The article examines a reform proposal put forward by the political party Progressive Slovakia, according to which every referendum should be preceded by the mandatory convening of a citizens' assembly. In the introductory part, the author presents the institution of the citizens' assembly and emphasizes its contribution to addressing issues of public interest. The article then proceeds to analyse several variants of a model based on linking referendums with citizens' assemblies. In each case, the author seeks to highlight theoretical ambiguities as well as shortcomings in their practical functioning.
